According to the requirements of the Medical Reform Office of the State Council, since January 1, 2017, the province's urban public medical institutions have adopted a “two-vote system” for the procurement of pharmaceutical consumables. When a pharmaceutical consumables manufacturer sells products, it must issue a VAT invoice (referred to as a tax stamp), specifying the name, specification, quantity, unit price, amount, etc. of the consumables;

When a circulation enterprise purchases pharmaceutical consumables, it shall take the initiative to ask the production enterprise for a tax receipt, and the tax receipt must be consistent with the variety, specification and quantity of the pharmaceutical consumables;
